    According to me you can't say it is a BLACK HAT but if you are doing Bulk or paid directory Submission then there is one thing important that your website should be submitted in relevant category and manual submission is is also important. Because you are using paid directory submission and your website is not submitting in relevant and reputed directory then there is no benefit for your website and may be create a doubt of BLACK HAT.
